Only reason I can think of is that you have disabled the button panel at some point. See if the "Settings -> Side panel" is enabled in the menu? The scrollbar is enabled only if you use the "Fit Width" mode, because otherwise the images are scaled to fit to the window size and don't need scrolling. There's no specific custom "top-menu" in the program, but standard pull-down menus which can be displayed either at top or as popup context depending your system/MUI settings.

Do you know of any reassons why os4 version should't have buttons when i run rnocomics ? I just have plain simple window, where i can operate via context menu only. Have no buttons, no top-menu, no scrollbar.

1.1 version includes an option to use the 3rd party UnRAR shell command for .cbr unarchiving, instead of XAD which has some issues (1.x XAD client doesn't work with some newer archives and 2.x hangs with some older archives). UnRAR seems to handle them all, and is faster too :) You can download it from this site.
